The Regional Workshop on Leadership, Management for Safety and Safety Culture for the Regulatory Body
The Regional Workshop on Leadership, Management for Safety and Safety Culture for the Regulatory Body was organized in Hanoi, Vietnam from 26 to 30 May 2014 by the International Atomic Energy Agency (IAEA) in cooperation with the Government of Vietnam, through the Ministry of Science and Technology (MOST).

This event was implemented under the TC project RAS/9/061 intended to support the member states of Asia and the Pacific in building best practices and lessons learned from the experience of the participating Member States. The objective of the workshop was to provide guidance to regulatory bodies of the countries embarking on nuclear power program on management for safety for regulatory bodies and to develop understanding and concept on basis and principles of leadership and safety culture, and to identify appropriate actions for establishing, implementing improving and sustaining effective leadership for management for safety and promoting safety culture within the regulatory bodies and its oversight program.

Four international experts from the IAEA, Canada, Slovenia and Pakistan supported the implementation of this regional workshop. The participants were from Indonesia, Iran, Malaysia, Philippines, Thailand and Vietnam.

In the opening remarks, Ms Abida Khatoon, from the IAEA, emphasized, when establishing the national infrastructure for safety, the regulatory body should develop and implement its integrated management system (IMS) in order to discharge the regulatory functions in an effective manner. A clear leadership for safety contributes to develop a strong safety culture together with the achievement of high levels of safety performance.

During the Workshop, the experts shared and discussed their experience on leadership and management for safety in regulatory bodies including safety culture self-assessment. Representatives from the Member States also shared experience of implementing an integrated management system and challenges being faced in doing so. Participants also discussed integrated management system processes implementation, their measurement, assessment, improvement program and identifying safety culture characteristics, integration of safety culture elements into regulatory decision making process.

The participants of the workshop expressed their views that the workshop contributed effectively in enhancing their understanding on the concept of Leadership and implementation of effective management system in their organizations and in promoting safety culture using the international safety standards. They learned about the regulatory core, support and management processes and how to integrate them under the management system.
