Proposals for better implementation of science and technology policy

"The implementation of our science and technology policy reveals shortcomings. So, we have to fundamentally change the method of implementation in accordance with strategies agreed upon by the Communist Party's Committee and the Government," Minister of Science and Technology (MOST) Nguyen Quan said on the sidelines of the national conference to deploy the science and technology development strategy for the 2011-2020 period recently held in Hanoi.

Recently, the emerging science and technology sector has witnessed many important events including Prime Minister's approval of the Science and Technology Development Strategy until 2020 which is being implemented across the country; the amendment to the Law on Science and Technology which is awaiting the National Assembly's approval; and the approval of the strategy to develop science and technology for the cause of industrialization and modernization in market economy conditions considering socialist orientation and international integration. In addition, 10 national science and technology programs have been launched; three major ones of which aim to develop the national products, high-tech sectors and national science and technology.

According to MOST Minister Nguyen Quan, as soon as the Communist Party's Central Committee issued the Resolution 20 on the development of science and technology for the national industrialization and modernization, MOST has developed action plans of the Government to implement the Central Resolution 6. The Government's action program mentioned many important points related to the construction of new financial mechanisms for scientific and technological activities. MOST also proposed amendments to the State Budget Law and Law on Corporate Income Tax to thoroughly suit with the innovative ideas of the Resolution, plus also MOST's right to the management of the Government-assigned science and technology budget.

In that spirit, MOST will make annual proposal on the structure and proportion of spending for investment and development of science and technology careers. MOST also suggested that the Ministry of Planning and Investment and the Ministry of Finance allocate budget spending according to its proposal. In addition, it will propose the block grant mechanism for the final scientific and technological products for Government's consideration. This means that scientists are responsible for the use of the state budget before the management agencies.

MOST will propose the budget allocation, based on the performance of the preceding years, for a more reasonable budget allocation in the following year, meeting local and industrial development needs; build a list of tasks according to the "order" mechanism which takes into account the practical needs and the "order" from leaders of ministries and localities. On that basis, MOST will "re-order" capable science and technology organizations to carry out these tasks. "I think, these solutions will be a significant step in the country's science and technology development," Minister Nguyen Quan said.

However, Minister Nguyen Quan admitted, the implementation of science and technology policy revealed shortcomings that should be overcome in the next time. Particularly, relevant agencies should work together to implement the policy effectively. The social awareness of science and technology development should be raised and the science and technology management system should not base only on the state budget.

According to Vice Chairman of Quang Ninh's People's Committee Dang Huy Hau, to effectively apply resolutions and policy on science and technology sector, the most important thing is the perception of leadership. Moreover, the deployment of these resolutions and policy at local levels should also be improved.

Quang Ninh Province has started a strong investment program since 2012 as part of the thematic science and technology resolution approved by the provincial Communist Party's Executive Committee, plus also a series of regulations and mechanisms. Quang Ninh's authorities decided to spend 4-5 percent of the provincial budget on science and technology development, which was equivalent to about VND350 billion last year and is about VND400 billion this year, solving a lot of financial problems for science and technology businesses.

The Corporate Income Tax Law is being prepared to submit to the National Assembly this year while the Law on the State Budget will be submitted to the National Assembly by 2014. "We will promptly coordinate with the Ministry of Finance to build the provisions relating to scientific and technological activities. However, we should need the attention from the National Assembly," Minister Nguyen Quan said./.
